据外媒6月27日比什凯克报道，俄罗斯卢克石油高级副总裁亚历山大•马蒂岑表示，该公司有意进入欧洲债券市场并等待有利条件成熟后启动一项债券发行。
根据媒体报道，他表示卢克石油同样在考虑为一个乌兹别克斯坦项目融资20亿美元。
他说，卢克石油正继续与韩国机构就乌兹别克斯坦项目可能的融资进行谈判，“正在推进与韩国出口信贷机构的谈判工作，这或许类似于项目集资，不必另行动用公司资源。”
媒体报道，马蒂岑还补充称，协议中涉及产量分成的条款已经过修正，提升了收益率，因此融资预计不存在问题。
他表示，亚洲银行的贷款条件已可媲美于欧洲和美国银行，卢克石油或将使用前者。
自2004年开始，卢克石油便与乌兹别克斯坦国家石油天然气公司共同开发了坎德姆项目，坎德姆项目群包括6个凝析气田，分别是坎德姆、库瓦奇-阿拉特、阿库姆、帕尔萨纳尔、霍吉和西霍吉。
卢克石油董事会已经报道称中国公司有意收购坎德姆项目30%的股份。

Russia's Lukoil mulls $2bln Uzbek project funding
Bishkek (AKIpress) - Russian oil major Lukoil is interested in the Eurobond market and is waiting for favorable conditions to launch a debt issue, Lukoil Senior Vice President Alexander Matytsyn said.
Lukoil is also considering project financing worth $2 billion for a project in Uzbekistan, he said, Reuters reports.
He said Lukoil continues talks with South Korean agencies about possible fundraising for projects in Uzbekistan.
"The work is underway with the South Korean export credit agency, it may be quasi project funding, so as not to distract the company's resources," he said.
Matytsyn added that the provisions the agreement regarding the production sharing were improved, which increased its profitability, so they don’t expect any problems with funding, TASS reports.
He said that the conditions for attracting loans in Asian banks are not less attractive than in Europe and America and Lukoil may use them.
Since 2004, Lukoil together with the Uzbekneftegaz company has been developing the Kandym project The Kandym group includes six gas condensate fields: Kandym, Kuvachi-Alat, Akkum, Parsankul, Khoji and Western Khoji.
Top management of Lukoil already reported that Chinese companies are interested in buying 30% of the Kandym project.
